William Woelki is a Ph.D. student at the University of Delaware in the Human Development and Family Sciences Program, where his research focuses on post-secondary education access for youth with foster care experience (YFCE) and housing instability. Originally from East Tennessee, he grew up navigating many of the same challenges he now studies—an experience that fuels his commitment to policy change, youth empowerment, and dismantling systemic barriers.
His work centers on how systems shape the educational experiences of YFCE, particularly the factors that help or hinder their ability to pursue and succeed in higher education. Through qualitative and participatory action research, he collaborates with youth to ensure their voices are at the forefront of conversations about policy and practice. As a member of the Housing Literacy & Praxis Lab (HLPL) and the National Youth Advisory Council, he works to bridge the gap between research, advocacy, and real-world impact.
William is deeply invested in ensuring that education isn’t just accessible but supportive—a place where YFCE don’t have to fight to belong. He believes that policy should be shaped by those with lived experience, and he’s committed to making sure young people aren’t just included in decision-making, but leading it.
Outside of his research and advocacy, William enjoys playing and coaching soccer, finding the best Mediterranean food spots, and working on community-driven projects like See You Backpacks, which provides essential supplies to people experiencing housing instability. Through NFYI and the Congressional Leadership Academy, he hopes to build on his policy knowledge and help create tangible pathways for YFCE to access and thrive in higher education.
